Nepal Approves National AI Policy 2082 (2025): A Strategic Move Toward Ethical and Inclusive AI Development
In August 2025, the Government of Nepal officially approved the National AI Policy 2082, marking a major milestone in the country’s digital transformation journey. The policy is designed to guide the ethical, transparent, and inclusive development and deployment of artificial intelligence (AI) across various sectors of society.
Key Pillars of the National AI Policy
1. AI Governance
The policy lays out a comprehensive institutional, legal, and regulatory framework to ensure AI technologies are used responsibly. It emphasizes ethical standards, transparency, and accountability in all AI-related activities.
2. Human Capital Development
A central focus of the policy is to build skilled human resources for AI development and application. It promotes the inclusion of AI-related skills in educational curricula and supports upskilling initiatives to prepare the workforce for an AI-driven future.
3. Research & Innovation
The policy encourages robust investment in AI research and development to foster innovation and support the growth of a domestic AI ecosystem. It envisions Nepal as a hub for AI solutions tailored to its unique socio-economic context.
4. Economic and Social Integration
AI is to be strategically integrated into key sectors, including health, education, agriculture, and public administration, to drive national development and address pressing societal challenges.
5. Public-Private Partnerships
Recognizing the power of collaboration, the policy promotes strong partnerships between government, academia, industry, and civil society to accelerate AI adoption and innovation.
6. Protection of Citizen Rights
A key priority is the protection of citizens’ rights, privacy, and data security. The policy mandates safeguards to ensure AI technologies are used in ways that respect individual freedoms and promote public trust.
Strategic Objectives and Future Directions
-
Building a Digital Future: The AI Policy 2082 is a critical step toward integrating advanced technologies into Nepal’s broader development agenda, supporting the vision of a digital and knowledge-driven economy.
-
Effective Implementation: Experts highlight the importance of a comprehensive and coordinated implementation strategy to operationalize the policy across all sectors and levels of government.
-
Data Governance: There is a growing recommendation to include a dedicated section on AI data governance, addressing key aspects like data quality, security, and ethical use.
Context and Significance
As AI becomes increasingly embedded in daily life, work, and business globally, Nepal’s timely adoption of a national policy provides a structured approach to harness its potential. The National AI Policy 2082 positions Nepal to not only embrace AI innovation but also to do so in a way that is ethical, inclusive, and aligned with national interests.
Artificial Intelligence (AI) — a computer-based system capable of reasoning, decision-making, learning, and intelligent problem-solving — is increasingly being used across sectors like education, healthcare, security, finance, industry, and agriculture in Nepal.
The transformative use of AI in Nepal holds the potential to:
-
Reduce the digital divide
-
Improve service delivery
-
Enhance educational outcomes
-
Boost employment
-
Accelerate economic progress
-
Support sustainable development goals
Nepal’s progress in digital governance has been supported by several foundational policies and frameworks:
-
Electronic Transactions Act, 2006
-
Information and Communication Technology Policy, 2015
-
Digital Nepal Framework, 2019
-
National Science, Technology and Innovation Policy, 2019
-
National Cyber Security Policy, 2023 (2080 BS)
These efforts have driven expanded telecommunication access, increasing internet usage, and strengthened ICT infrastructure and competitiveness. The Ministry of Communication and Information Technology has also initiated the development of a National AI Policy, aimed at guiding AI use and promotion in Nepal.
Nepal is seeing active engagement in emerging AI fields like Natural Language Processing (NLP), Speech Recognition, Predictive AI, and Generative AI. Academic institutions, research labs, and private organizations are involved in teaching, researching, and deploying chatbots, NLP systems, and machine learning solutions.
To cultivate a thriving AI ecosystem—spanning research, applications, and industry—Nepal needs:
-
Robust data governance
-
Strong digital infrastructure
-
Accessible public digital platforms
-
A thriving AI industry
-
Ethical and secure adoption of AI technologies.
